You can create a new PBE account here. Each Live account can only create one PBE account. This can be necessary for recovery! The Live account that you used in order to create the PBE account, is linked with that PBE account. “Linked” only means that Riot knows which PBE account belongs to which Live account. This is the main reason players run into PBE account issues. Since November 2019/January 2020, Riot requires all usernames to be unique on all Riot servers, including PBE. Both accounts were then, and still are now, separate. If this is the case for you, that means you simply had created two accounts that had the same credentials. Your Live account was never used to log in to the PBE server. 
Live server and PBE server can not interact with each other in ANY way.
